Mr. Bolívar Luckert graduated from Santa Maria University with a degree in Law (1999) and a postgraduate degree in Labor Law (2003). He earned a postgraduate degree in International Humanitarian Law from the Latin America and the Caribbean University. He served as public defender for 14 years working as national director of the Legal Department of the Public Defender's Office, representative of the Regional Public Defender's Office Unit of the Metropolitan Area of Caracas, second public defender with jurisdiction over administrative matters, chief of the legal department of the National Human Resources Department, and chief of the Retirement and Pension Division of the National Human Resources Department.

He has likewise served as external legal counsel of the Venezuelan Institute of Social Security (IVSS), permanent civil servant of the Judiciary, excelling as relator of the Second Superior Tax Court of the Judicial Circumscription of the Metropolitan Area of Caracas. He was also a member of the teaching staff of the undergraduate Probative Law program of Santa Rosa Catholic University.
