An attorney from Andres Bello Catholic University (1996), with a specialization in Administrative Law from the Central University of Venezuela (2003). Efren has a strong background in different public offices, such as judge of the Lower Court on Administrative Matters for 10 years, adviser of the Attorney-General's Office for 5 years, and legal adviser of the Superintendence for the Promotion and Protection of Free and Fair Competition for 5 years, among other positions in the antitrust agency.

He has further knowledge in different Law areas, such as Antitrust, Intellectual Property, Regulation of Crypto Assets, and Sports Law.
