Mr. Mirabal graduated from Andrés Bello Catholic University with a degree in Law (1990). He then earned a postgraduate degree in Criminal Law from Bicentennial University of Aragua, Maracay, State of Aragua (1996), and enrolled in a postgraduate program in Andrés Bello Catholic University, Caracas.

He worked as 8 th Prosecutor of the Judicial Circumscription of the State of Merida, 7th Prosecutor of the Judicial Circumscription of the State of Guarico (later 4th Prosecutor), 1 st Prosecutor of the Judicial Circumscription of the State of Guarico, Superior Prosecutor of the State of Guarico, 3 rd Prosecutor of the State of Miranda, 8 th Prosecutor with unlimited national jurisdiction, and 19 th Prosecutor with unlimited national jurisdiction. Mr. Mirabal also worked as court coordinator of the Criminal Judicial Circuit of the State of Guarico (2011 and 2012).
