Mr. Mendoza Guzmán graduated from Santa Maria University with a degree in Law (2005) and a postgraduate degree in Labor Law (2009). He served as public defender for eight years working as director in civil law, administrative law, agricultural law, and labor law matters. He served as First Public Defender with jurisdiction over labor matters. Mr. Mendoza Guzmán has likewise served as attorney-mediator in the Institute for the Defense and Education of the Consumer and User (INDECU) and as legal counsel in the Human Resources Department of the Ministry of People’s Power for Infrastructure (MINFRA).
