An Attorney from Santa Maria University. Carlos has a specialization in Criminal Law from Santa Maria University. Carlos worked in the public office for 28 years: Chief of the Forensic and Criminal Investigation Unit of the State of Zulia, recruited via a competitive selection process for the Kidnapping, Abduction, and Extortion Unit Chief vacancy for a two-period term (10 years), director of intelligence and chief of different regional offices of such unit. He co-authored the Kidnapping and Abduction Investigation Protocol of the Kidnapping, Abduction, and Extortion Unit.

He has taken several courses and participated in national and international seminars to further his training as a professional investigative police officer of special criminal law offenses. As an attorney, Carlos has pursued diploma courses and seminars in criminal matters. He works as a criminal compliance officer and provides criminal defense and consultancy services.
